Visiting Korea
Tax refunds in Korea: instant at the store, downtown, or at the airport?
How to route each receipt by its amount, what the refund is actually worth, and where people lose it on departure day

At a glance
Visitors staying under 6 months should take the instant discount on receipts under 1,000,000 won. Bigger receipts go to the airport or a downtown booth, and customs must confirm the goods before checked bags go.
Korea gives most short-term visitors part of the 10% VAT back on shopping, and you can get it at one of three points: at the till, at a downtown booth before you leave, or at the airport on departure day.
The size of each receipt decides which one applies.
The costly mistakes happen at check-in, before customs has seen your goods.
The caps below come from the decree in force since 2026-01-02, and the minimum and eligibility rules from the current VISITKOREA, Incheon International Airport and Global Tax Free pages, not from shopping blogs that still quote pre-2024 limits.
Who can claim, and who can't
You qualify if you are a foreign national visiting Korea for less than 6 months and you take the goods out of the country.
Overseas Koreans also qualify if they have lived abroad for 2 years or more, or hold permanent residency in another country, and are staying in Korea for less than 3 months.
You don't qualify if you are working in Korea or have lived here for 6 months or more.
Diplomats posted in Korea and UN or US forces personnel stationed here are also excluded.
For residents, the VAT in the shelf price is simply the price.
The refund applies to goods.
Restaurant meals and massages are excluded, and so is anything customs can't see at the border.
The four numbers that decide everything
15,000 won minimum per receipt. The receipt total counts, tax included, so two 9,000 won receipts don't qualify.
Instant refund: each payment under 1,000,000 won. Both VISITKOREA and the decree say less than 1,000,000 won, so a receipt of exactly 1,000,000 won is too big.
Instant refund: 5,000,000 won in total since you entered Korea. The store scans your passport to check that you qualify.
Downtown refund: 6,000,000 won or less per receipt. The airport route has no upper limit.
VISITKOREA's tax refund page gives the same four figures.
Guides that still quote a 30,000 won minimum, or 500,000 and 2,500,000 won instant caps, are describing the rules before 2024.
Which route for which receipt
Sort your receipts by amount.
A single trip often uses two routes.
Your receipt | Best route | What you do at departure |
|---|---|---|
15,000–999,999 won, instant total still within 5,000,000 won | Instant discount at the till (only at stores that offer it) | Nothing to claim. Keep receipts and goods together in case you are asked |
15,000–999,999 won at a store with no instant refund | Airport, or downtown booth of that store's operator | Customs confirmation at the kiosk, then collect the money |
Under 1,000,000 won, but it would take your instant total past 5,000,000 won | Airport or downtown | The store can't discount it. Treat it like a large receipt |
1,000,000–6,000,000 won | Downtown booth (cash now, card hold) or airport | Customs confirmation is required either way |
Over 6,000,000 won | Airport only | Customs confirmation, then collect the refund |
Under 15,000 won | None | — |
Thresholds from the decree as in force from 2026-01-02 and VISITKOREA's tax refund page, checked October 2026.
Ask whether a shop offers the instant discount; if the cashier doesn't take money off at the till, ask for the refund receipt and claim later.
The instant discount still has a condition: the goods have to leave Korea within 3 months of purchase.
Under the decree, if tax-free goods stay in Korea past that window, later purchases no longer get the instant discount.
A worked example: what each route actually pays
Korean shelf prices include VAT, so the tax inside a price is 1/11 of it, not 10%.
Global Tax Free's April 2024 investor deck shows this on a sample refund slip: a 110,000 won purchase carries 10,000 won of VAT.
The airport and downtown routes pay that tax back minus the operator's fee.
The same deck puts the fee at about 30% of the VAT, and its sample slip pays a 7,000 won refund.
Take one visitor with three receipts:
Receipt | Tax inside the price | Route | Rough money back |
|---|---|---|---|
Skincare, | 45,000 ÷ 11 = about 4,090 won | Instant | Up to 4,090 won, taken off at the till |
Jacket, | 320,000 ÷ 11 = about 29,090 won | Instant | Up to 29,090 won, taken off at the till |
Handbag, | 1,200,000 ÷ 11 = about 109,090 won | Airport or downtown | About 76,000 won (roughly 70% of the tax) |
Each tax figure divides the price by 11, the ratio on Global Tax Free's sample slip.
The handbag estimate keeps about 70% of the tax, the share left after the deck's 30% fee.
Global Tax Free's sample slip prints the refund value, so check your own slip for the exact figure.
The instant column says "up to" for a reason.
Some stores may deduct a processing fee, which the decree allows, so check the discount before you pay.
Even so, the instant route saves you the airport queue and the risk of missing a step.
The 5,000,000 won instant cap counts purchases made with an instant refund since you entered Korea.
This visitor's two instant receipts use 365,000 won of it (45,000 + 320,000 won).
The handbag doesn't count, because it never went through the instant route.
Downtown refunds: cash now, conditions later
A downtown booth pays your refund before you leave, but it holds a credit card as security until customs confirms the goods left Korea.
Bring the goods, the refund receipt, your passport and an international credit card. VISITKOREA lists all four for a downtown booth, and Global Tax Free's downtown refund page lists the card networks it accepts. It holds 110% of the refund on the card as a deposit and cancels the hold automatically once customs validates the goods.
Find the right booth. Each downtown booth handles only its own company's receipts, so match the operator name on the receipt to the booth.
You still have to clear customs at departure. Global Tax Free requires customs validation within 25 days of the date you received the downtown refund. With another operator, ask the booth for its deadline.
Downtown makes sense for 1,000,000–6,000,000 won receipts only if you leave Korea within that window and want the money before departure day.
It doesn't save you the customs step.
At Incheon Airport: the order that keeps your refund
The step that matters happens before security.
Customs has to confirm your goods while you still have them in hand, and the money comes later on the airside.
Decide where the goods travel before you reach the counter. If they fit in your carry-on, check in normally. If they have to go in a checked bag, tell the airline agent there are tax refund goods inside. The agent tags the bag and hands it back to you.
Scan your passport at the refund kiosk in the departure hall. This is the customs export confirmation. If the kiosk asks for an inspection, take your passport, the goods (unopened and unused) and the receipt to the customs desk. Global Tax Free lists the customs points at T1 on 3F by check-in counters E and J, and at T2 on 3F by counters F and G.
Drop the tagged bag after customs clears it. It goes on the oversized baggage belt next to the customs desk, not back at the airline counter.
Go through security and immigration.
Collect the money airside. Incheon International Airport lists a service desk at T1 near Gate 28, run by Korea Information & Communications (07:00–22:00), and one at T2 near Gate 253, run by NICE Information & Telecommunication (07:00–21:30). Their 24-hour kiosks stand in the same areas, and there is also a kiosk in the Concourse. VISITKOREA says airport refund booths accept every company's receipts. You can take cash or have the refund credited to your own credit card. Global Tax Free credits only cards issued outside Korea.
Desk operators, locations and hours from Incheon International Airport's English tax refund page, checked October 2026. Counter locations and hours can differ by operator: Global Tax Free lists its T1 desk near Gate 28 as open 24 hours, and its T2 counters near Gates 249, 274 and 225.
Customs selects goods for inspection by its own criteria, and the kiosk tells you on the spot.
Plan as if you might be selected: keep the goods reachable and in their packaging until the kiosk clears you.
Cash is immediate.
If the refund counter is closed, VISITKOREA says to write your details on the receipt and drop it in the designated box; the refund then reaches your international credit card within 1 to 2 months.
Global Tax Free's Incheon desks pay in won, US dollars and yen, and its T1 desk also pays in yuan.
Its counter page also lists refund counters at other airports, and customs points at several seaports.
If something goes wrong at Incheon, the service desks have their own numbers: +82-32-743-1009 at T1 (Korea Information & Communications) and +82-32-743-2732 at T2 (NICE Information & Telecommunication).
The airport's customer service line, 1577-2600, is open 07:00–22:00. For help in English, Japanese, Chinese and several other languages, VISITKOREA lists the 1330 Korea Travel Helpline at +82-2-1330.
How refunds get lost
Each failure below matches a specific rule.
The bag was checked before the kiosk flagged an inspection. Customs can only confirm goods it can see. Global Tax Free puts it bluntly: no customs validation, no refund. Tag the bag at check-in, or keep the goods in your carry-on.
The goods left Korea more than 3 months after purchase. The refund depends on export within 3 months.
A downtown cash refund was never confirmed. Without customs validation there is no refund, so the operator may charge the card it held; ask the booth what happens if you miss the deadline.
The receipt went to the wrong downtown booth. Booths only handle their own company's receipts.
Your stay turned into residence. Once you are working in Korea or have been here 6 months or more, you no longer qualify.
Small purchases on separate receipts. The 15,000 won minimum applies to each receipt, so five 10,000 won receipts return nothing.
Excluded items. Restaurant meals, massages and duty-free goods don't qualify.
No passport at the till. Stores scan your passport to check that you qualify, so carry it whenever you plan to shop tax-free.
